解決方法は？

sudoを使用しているため、proxyの問題です。sudo でコマンドを開始すると、以下のようなエクスポートが確実に実行されません。 export http_proxy=<MY_PROXY> が最新に保たれています。

あなたはそれを試してみてください。

python get-pip.py --proxy="[user:passwd@]proxy.server:port"

また、user/passwd がない場合は、単に:

python get-pip.py --proxy="proxy.server:port"

例:

python get-pip.py --proxy="192.168.0.12:3128"
